The postscript that loads the world is still in the
default changeset. The 'fix' didn't quite integrate
with the way you are currently loading the scripts.
The postscript seems to actually be a remnant from a
transitional attempt circa 7025-7026 that just got
left around. The image just needs to be cleaned up
once. The fix removed. And what you are doing now
seems pretty much the right thing.
I want to stress the importance of cleaning out this
vestigial postscript. I just came across another
changeset (of mine this time) posted to mantis with
the postscript included. This is really insidious and
would have been a time waster when you harvested it if
I hadn't caught it.

In 7041 ChangeSet 'Unnamed1' is still around with
the postscript that loads the world.
