[Relisencing] How should volunteer provide changeset?

I want to prepare an organizational proposal so volunteer can clearly
follow a track to help on relisencing.

Regarding code change contribution, it seems the right place to submit
the code changeset should be in Mantis http://bug.squeak.org, in a
dedicated category.
Any though about that?
