The easiest and quickest way, but probably not the intended or best way, is to put your gif files in the Sketches subdirectory (make sure that the ".gif" is lower case), get into Croquet Jasmine and bring up TPainter through the navigator dock at the bottom. Then click on the question mark at the top left of the Tea Paint window and scroll through the pictues at the bottom to load yours. Then hold down the Shift key and click on the Keep button on the right side.
I'm sure that there is a simple way to do this as a TBillBoard in the code somewhere, but I don't have a handy example.
