Where has 'talk to me' gone ?

Hi,

I am reading some part of the "blue book" by Guzdial-Rose.

At page 299 I see the Halo Red Icon once contained the "talk to me" entry.

It does not anymore. Was the "talk to me" something equivalent to writing the code at the bottom of the Inspect/Explore widget ?
