ignore bad ballots

Hi everyone,

I forgot to turn off the ballot flags on my local machine again, so  
another bunch of bad ballots went out.  If you click through and it  
doesn't work, don't worry.

I'm going live with the ballot expiring stuff . . . if someone doesn't  
click through a ballot in five days, it gets resent to another person.
