Yes, it is installed using Monticello in the same way as how Mark McCahill recently described keeping up to date with the latest developments in the Croquet-User forum, except that this package is in the PublicContributions repository.

If you will be developing quality art content for Croquet, it would be better to use a quality tool like 3D Studio Max or Maya.  TPainter and CCPainter are fun and easy, but not really intended for high quality work.  CCPainter doesn't even have a way to save your work right now.
