senders and implementers - within my category? within my package?

I seem to find myself often wanting senders and implementers only scoped
within my category or package. Is this common? Is there some reason why such
an operation is not easily menu-accessible (as far as I can tell)?

The OB Refactoring Tool integration can do this. Sort of.
