Release 4.0 technical email discussion; delay until next release of  
spoon out, current target 2008-07-08, Craig to handle.

Motion: Spoon will be basis of a R4 and 3.x will continue as planned  
in 3.11 proposal as long as people want to maintain it. (Passed  
unanimously)

Hi,

Could you please be a little more verbose?  I'm afraid I can't
understand the first and last lines above.  What is the "ward C
license"?  What is "andy G ditto"?
